TDA4VM: RGMII Output Impedance

There are DRV_STR bits in each pad config register.  The default (00) is NOM - trimmed to approx. 60-ohms.  Setting of 01 is for FAST (approx 50-ohms), and 10 is for SLOW (approx 90 ohms).  11 is reserved.
