PROCESSOR-SDK-DRA8X-TDA4X: H264 Encoder Dump - Consecutive 3 frames are same

Hi, 

I added the Encoder node to Single Cam App and I am able to dump the streaming video as the h264 file and the video is proper.

I tried running the video in the VLC player frame by frame, I observed that consecutive 3 frames are exactly the same. I focused the camera towards a stopwatch, dumping video, and checked the frames. I am seeing the same issue as consecutive 3 frames show exact same milliseconds in the stopwatch.

Then I tried dumping all the YUV frames output of the VISS node, there also I saw the same issue.

Please let me know any suggestions to solve this issue.
