TMS320C5517: DSP stuck in RESET condition

I have been working with a C5517 evaluation board for a while. Now, I have developed my own board based on a TMS320C5517 DSP. Programming is done via a XDS110 debug probe. My problem is that the DSP seems stuck in RESET mode (pin XF holds in High Impedance state, and connection to the target fails with error 1023). The good thing is that the JTAG interface works fine (the boundary scan completes successfully).

In my board, the DSP_LDO_ENn is tied high, so the RESET condition should be only determined by the RESETn pin, which is correctly driven by a PMIC (TPS65023RSBR). One possible explanation of the malfunctioning is a bad solder in my DSP, so that the DSP_LDO_ENn is not tied high as it should. Unfortunately, I do not have the means to do a X-ray inspection of the DSP. My question is: is there a way to use the JTAG interface to determine the state of the DSP_LDO_ENn (D12) pin?
