I dont think it is related to SDK version. Do you have any concerns on SDK version?

Many interrupt related configurations & SMP related configurations happen on ATF.
In fact Linux some runtime commands do access ATF. Any particular reason why you
want to avoid ATF? What is the use case?

I found this thread. I guess it should be the same.
The reason customer don't want ATF is that, they want to ensure every component is compliant to ASPICE & ASIL.
If ATF cannot be removed, I need to ask them to prepare.

Yes. It is not recommended to bypass ATF for the reasons mentioned in the thread you found.
