How to test PHY not working?

I'm trying to make decisions regarding my DM6467T-intended board with DM6467 (ZUT7) soldered to it due to availability.

All of the following is run from U-Boot...

My DM6467T EVM will do bi-directional serial comm to my host computer, and so will my custom board mentioned above.

My DM6467T EVM will do "ping <routeraddr>" successfully, but my custom board will NOT.  It times out with a "ping failed; host <routeraddr> is not alive".  So I think I need to test the PHY.  I'm using the same chip and circuitry as the EVM.  I recall some things on a CD that came with the EVM, that might be test programs, but they likely require CCS to get them into memory (and I'm having CCS target connect trouble).  I have yet to probe all the voltages going into the PHY.  This post might even be premature, but I wanted to get the question out there...
