Gumstix toolchain

currently, I am using the Gumstix Overo Fire COM. 
It comes with both TIDSP and ARM Cortex-A8 CPU. 
I want to use both neon and DSP libraries to accelerate the application.
I am wondering which  tools can compile  both neon and DSP libraries?
