AM5728: USB1 (VAYU) Peripheral Booting / Preflashing

My team and I have recently designed a System on Module (SoM) based on the TI AM5728 Processor. The SoM was modeled after the TI evaluation board TMDSIDK572.

We are attempting to load the initial SPL and Uboot via the USB1 interface. The USB device, VAYU, is detected momentarily. The device will connect for ruffly 3 seconds, disconnect and then reconnect. This cycle will repeat as long as the SoM is powered. My question is why does the device keep getting disconnected. Until we are able to get a stable device connection we are unable to load the SPL and uboot.

Note: I have tried different USB 2.0 Cables and different Host Ports on my machine and others. The issue device (VAYU) disconnect and reconnect is the same in both Windows and Linux.

A brief analysis of the system:

All of the CPU power supply rails, provided by the TPS6590379, are present and valid. The rails appear clean and stable (do not dropout).

The CPU's external CLK references, 20MHz crystal and 22.5792MHz crystal are all oscillating (not interrupted).

RESETN (E23), RSTOUTN (F23) and PORZ (F22) are all 'high' (3.3V) and stable.

So again I'm not sure why the USB1 Device (VAYU) keeps getting disconnected. The CPU is not getting reset nor is the PMIC. Power Supply Rails and External CLK References  are Stable.

Any assistance you can provide in resolving this issue would be greatly appreciated and allow my team and I to proceed with Software Development.
