Do all the Component video pins can be used for TV output pin?

Which ti dsp chip you are referring to? Are you referring to pin configuration in any document? Please provide more details.

I referred the DM368. There are 3 TV_Out pins, and 3 component video pins in document. Do those component pins can be configured ? 

Basically, what I need is processing 4 channel of video from pixel based input into PAL/NTSC output (D1), if I use DM368, what other IC do I need to accomplish the task?

No, unfortunately the 3 DACs cannot be re-configured for 3 independent CVBS signals.

As you suggested in another thread, I better use separated  FPGA to do 4 channel, forget about the TV_Out, right?

Unfortunately I think that is really your only option.
