Do I have to configure the unused pins on AM3703 in safe mode or any other particular mode? Is there a design guidelines/best practice document?

It's not easy for me to tell what these are from the ball name but if you are not using these pins and the pins support the safe mode, you could put them in the safe mode. In the safe mode, the pin is configured as input and is not connected to any internal logic.
