PGA900EVM: GUI initialize freezes due to .NET 3.5 issue

Hi Cole

We found out why the PGA900 GUI would not initialize. The .NET Framework 3.5 was not running correctly. I had to disable and then enable the Windows feature and it worked. When I re-enabled it, some updates were installed.
