FDC1004: Emulate Mechanical Rotary Encoder with Capacitive Sensing?

I want to emulate a common mechanical rotary encoder with a capacitive sensor. Not sure if this is the right EE Forum or part number.

Goal is to create a circular pattern on a front panel (say 2" or 3" diameter) in which a finger is inserted and "dialed" around CW and CCW, by which movement emulates the action of a common rotary encoder.

Has this ever been done with capacitive sensing? Is there anyone at T/I who can assist me with this design? It's for a production-level product. Tks.
