Is mmWave sensing estimator free tool? Does it have to connect to the hardware to make it work? I try it and put some inputs, but no output, why?

The estimator is to calculate the configuration parameters for the design based on your input. The estimator is not a visualization tool to see the output from the board. The tool visualizer, link here, is the one you can use to see the output from the mmWave evaluation board.

The mmWave Sensor Estimator is a tool that calculates chirp configuration of the RF front end based on simple system parameters such as maximum/minimum range, frame rate and maximum/minimum velocity.
Check-out this Step-by-Step Guide on getting started with the mmWave Sensor Estimator, the last page of the guide shows what error would look like and has some tips, if you are getting any particular errors please share the details.
Hardware is no needed to use the mmWave Sensor Estimator, but if you'd like to get started check out the Training and Demos for mmWave on TI's Resource Explorer (ti.com/tirex).

I think I must be missing something very basic here with the Sensing Estimator.
If I use the Sensing Estimator to help with my Chirp design, then how do I enable these parameters in my design and test the performance ?
The Save Config button creates a .json file which doesn't appear to work with the Visualiser.
Do I need to enter these parameters into a header / config file somewhere and build a new binary ?
I can't find any documentation on these next steps anywhere
