I would like to analyze raw data with DCA1000VM to resolve a Radar Cross Section (RCS) of an nearby object 10-20 feet.
1. Are there expert engineers with knowledge of these chips/boards that we could hire as consultants to help with our application?
2. If Not, is there instructions somewhere on reading the raw data from the IWR1443Boost board through the DCA1000VM board using C++
to capture the data to evaluate the Radar Corss Section (RCS) of objects?

You will need to download the newest release of mmwave radar studio 2.1.0.0.
The binary data has a format listed in section 24.6 on the user's guide C:\ti\mmwave_studio_02_01_00_00\docs\mmwave_studio_user_guide.pdf.
