for range angle estimation, given two static targets of similar rcs at the same range bin, I would expect Capon to provide much better angular resolution than Bartlett, what is the reason Capon could not improve angular resolution? If Capon does not improve angular resolution, what is the benefit of using Capon?

what about subspace DOA estimator, will e.g MUSIC improve the angular resolution?

    As I mentioned in the other thread, Capon will not improve the angle resolution of two static targets.  But it still lower the sidelobe and narrow the beam in angle spectrum.   In our people counting demo, we skip Doppler FFT and apply Capon to calculate range-angle heatmap.  We have seen better angle resolution when the two targets have independent movement.
