LM5118: clarify buck boost function

Tool/software:

THIS IS MY LM5118 buck boost converter circuit .my problem is it will not give 12v output if i given 10 v from J3 but it will give only 3vLM5118 DRAFT.pdf or 5 volt only and also get more amps like 0.01A .could you please check my  design are correct and give some solution.
