Hey David,
As Clemens mentioned, the IN pin controls the state of the connection between NO, determining whether it is connected or disconnected.
From section 7.4 in the datasheet you can see the truth table of how this device functions given the IN input.
When IN is L, the NO to COM path is HI-Z.
