FET switches don't have a normally closed (NC) or normally open (NO) state because there are no moving parts inside the IC. Weather or not the A pin connects to B or C depends on the voltage on the logic pins SEL and PD.
If there is no voltage on the SEL or PD pins they will float and the A to B/C signal path is undefined and A could connect to either B or C. To ensure a known state if there is no signal on the control logic SEL and PD pins we recommend placing a weak pull up or pull down resistor to ensure known logic state.
If you would like to have the A to B/C signal path disconnected you can set the PD pin to logic high which will place all the signal paths in Hi-Z.

No, TI doesn't have a switch that will conduct from the input to output with out power applied to the switch.
