My customer has run into the same issue as in the related post, the ROV window was blank after opening:

One thing worth mentioning is that the customer's computer is under protection of a encryption software because of their IT policy. They suspect it has something to do with the ROV related files are encrypted and cannot be read by CCS correctly, but they do not know which files are related to ROV.
1. Anything suspected from the log?
2. Can you please point out which file is related to ROV? The customer can try decrypting the files once they know the exact file name.
