As your question is not even much detailed, maybe these forum threads will be somewhat helpful for you:
If nothing of this leads to a solution, please mention the used tools versions and describe what happens in detail (resp. what do you mean with "cannot open", does it compile nevertheless and so on).

It is a computer problem which do not show all my inputs.
I changed a computer.
I use CCS 4.2 with EVM C6748 platform.
I can only open .tcf file with system editor instead of DSP/BIOS configuration tool.
It always show the following message

Correct any script errors in C:/Dan/MODEME/Subsea/CCS_4_Projects/Testbed/.gconf/Testbed/C6748_128M_RAM.TCF
using the Configuration Tool or a text editor, if necessary.
TConf initialization arguments:
-e environment['config.importPath']='C:/Dan/MODEME/Subsea/CCS_4_Projects/Testbed;C:/CCStudio_v4.2/bios_5_41_07_24/packages;C:/CCStudio_v4.2/bios_5_41_07_24/packages;' -e environment['config.scriptName']='C6748_128M_RAM.tcf'

However, my questions are,
(1) Why DSP/BIOS configuration tool looks for utils.tci in "C:/CCStudio_v3.3" instead of "C:/CCStudio_v4.2". I checked all the directory micros and they all include "C:/CCStudio_v4.2". The enviormental variable "BIOS_INSTALL_DIR" is "C:\Program Files\Texas Instruments\bios_5_41_10_36".
(2) Any differnce to open and modify .tcf file with sytem editor? What problem could be? Why we need too diferent ways to open .tcf files.

Maybe concerning (1) this thread gives an hint. I work at EZSDK for DM8168, and there sysbios already has the version 6_31_04_27.
Concerning (2) I'd see the difference in that the system editor does not try to interprete the TCF's content and so you would be enabled to check it if any errors are to be found there. From whatever these errors come from.
