CODECOMPOSER: Creating a new blank project when offline

When using the new CCS Theia, is there a way to create a new blank project while offline (not connected to the internet)? When I attempt to do so I get "Resource Explorer appears to be offline" and I can only use the example projects as a basis for my project.

Yes, it is a known limitation:

Note that as long as the SDK has been installed locally, you can browse it to import examples from it. The New Project Wizard in CCS is basically using tempales based on SDK examples
