Is this a new/recent CCS installation and has the ROV always been missing since installation or did it recently disappear?
When you are in the CCS Debug perspective, which items do you see in the Tools menu? Could you take a screenshot and attach so we can see if there are others missing other than ROV/RTA.
Also please take a look at this related thread, it has some troubleshooting tips to try.

You are missing a few other menu items as well. Did you give the suggestions in the other forum thread I mentioned a try? Mainly resetting the perspective, and trying a new clean workspace?
If they do not help, could you try a new installation of CCS 5.1.1? I'm not certain if this is the case, but it may be that the upgrade to 5.1.1 by installing on top of 5.1.0 may have caused this issue. If you can, please download the full installer for 5.1.1 from here and install in a different location from your current installation. Then please check if the menu items appear as expected.

Please take a look at this related thread where the development team has confirmed that there was a bug in the 5.1.1 update that was corrupting some eclipse configuration files causing some of these menu items to disappear. This has since been resolved. You should be fine if you were able to do a download and full install of 5.1.1.

If that does not help, you may need to delete and recreate your target configuration (.ccxml) file. Let us know how it goes.
