error message details please

Hi, Community,

I would like some advise about an error message.

I am using CCS v4

connected to a USBSTK5505

with one of the boards I get:

error connecting to target.

0x80000240/-151

Fatal Error during Initialization, OCS,

My question is:

Could this fault be caused by any reason than hardware?

and

what is the description of this message?
