actually I believe this is something we have been able to reproduce. We are looking into this and we will post feedback as soon as we have some.

Your list of update sites includes the path mentioned in the error message. This site is not added as part of the baseline CCSv4.2.4 install. Do you recall anything that might have added it?
Regardless, the content at that location is actually an xdais web site (not an eclipse update manager site). When eclipse goes to read the index file it is getting confused.
CCSv4 used an older version of Eclipse and the UI does not provide an easy way to edit the list of available update sites. Other than the error message, are you seeing any other impact?
