Terminal Won't Release Com Port

I am not sure that this is the place to report problems.  I am using  Version: 5.4.0.00091  of CCS.  When I use the built in Terminal and disconnect it from the Com port and then try to reconnect to the same Com port it says the port is being used by another program.  At this time if I try to use another terminal emulator like putty it can't connect to the port either.  To correct the problem I have to stop debugging, disconnect the Launchpad, shutdown CCS and start over.  Sometimes I have to reboot the computer to get it to release the port.  This is not a problem with this version, but with all previous versions of CCS.  I am using Windows 8 and it also occurred on Windows 7.  I have done some program in Visual Studio and ran into the same problem using virtual com ports, but found ways to clear the com port after use. I don't have this problem with Putty so there should be a solution to the problem.  I hope TI can find a solution to this problem because it is very annoying when try to develop programs.
