Someone has such problem:
He uses CCS3.1 full version & XDS560PCI emulator.
But the "CCS setup" has no F28335 driver in it.
What are the exactly procedures/necessary files to yield CCS3.1 supporting F28335 (control card).
He has upgraded CCS with some necessary files from update advisor, and installed blackhok driver.

Unfortunately CCS3.1 does not support the F2833x family of devices. The support was added only in CCS3.3 as shown in the Chip Support Packages Update Advisor download page (see below).
I don't know if this integration was ever tried, but I think it would require changes to the emulator interface to properly recognize the device in CCS3.1.

As Rafael mentioned 28xxx support was never added to CCS v3.1. It may be possible to hack support into this version, but it's probably more effort than it is worth. Is there any reason you cannot upgrade your IDE to CCS v3.3 (or v4) for this project?

Because the customer has only a CCS3.1 (purchased version) and its one-year service time was expired.
So, I have another question now............... are there official packages which upgrade v.3.1 to v.3.3?
If none, then never mind. ..........I have already suggested him to use 32k limit version and he accepted.

There is no package that can incrementally update 3.1 to 3.3. A full 3.3 installation would be needed.
