The upgrade from 3.1 to 3.3 is a full installation, i.e. there is no patch to update 3.1 to 3.3. 3.3 was released a few years ago, if your subscription was current at the time you should have received a CD in the mail with 3.3 on it. Note that CCSv4 is now available.
