What is the exact version of CCS you are using? Were you ever able to connect to CCS App Center in the past?

Could you please take a look at this forum thread and this wiki page, they contain some suggestions that may be helpful for your situation.

Also check if you have any anti-virus software running that may be blocking access. If so, try disabling anti-virus and see if that helps.

I disabled all antivirus from system while installtion....am using ccs version 6.1.3......when i open the view->ccs app center,it was showing the above attachment....

Please try changing your proxy settings from Window -> preferences -> Network Connections. Switch from Native to Manual and fill in the required information. This may help.
