Thought I'd let others know what I did to install the Clearcase plugin. (and to give back to others who have assisted me with my questions)
Unzip the file com.rational.clearcase.win32-v200910221234.zip from http://www-01.ibm.com/support/docview.wss?uid=swg24025674 into C:\Program Files\Texas Instruments. Once unzipped, you should have the directory C:\Program Files\Texas Instruments\eclipse.
In CCSv4, (eclipse version 3.2 to 3.3 inclusive),
There should also be some Clearcase icons on the next toolbar. Open a file thats in clearcase and see if they work!

Although there are some pretty negative comments about the plugin, it seems to be working fairly well.

Did you have to install any other plug-ins like GEF or CCRC? Last time I tried I found those plugins were needed. If the version you found doesn't require any of other plug-ins then your instructions are a lot easier to follow than the ones we have here: http://processors.wiki.ti.com/index.php/ClearCase_plugin_installation

I followed your instructions and they work fine. I have updated the instructions on the wiki for the plug-in installation. I will leave the other instructions for the remote client plug-in as I believe it needs the additional packages.
