Thought I'd let others know what I did to install the Clearcase plugin. (and to give back to others who have assisted me with my questions)
Unzip the file com.rational.clearcase.win32-v200910221234.zip from http://www-01.ibm.com/support/docview.wss?uid=swg24025674 into C:\Program Files\Texas Instruments. Once unzipped, you should have the directory C:\Program Files\Texas Instruments\eclipse.
In CCSv4, (eclipse version 3.2 to 3.3 inclusive),
- In Eclipse, select Help >
Software Updates > Manage Configuration. In the Product Configuration window,
click the "Add an Extension Location" link in the Eclipse platform
pane.
- The Browse for Folder dialog
prompts you to choose an extension location, expand the My Computer entry and
navigate to the directory that contains the contents of the extracted zip file.
Expand the Eclipse folder and click "OK".
- The Install/Update dialog prompts
you to restart the workbench. Click "Yes".
- After it restarts, your top toolbar should have "Clearcase" between Project and Target. Select Clearcase and select "Connect to Rational Clearcase".
There should also be some Clearcase icons on the next toolbar. Open a file thats in clearcase and see if they work!

Although there are some pretty negative comments about the plugin, it seems to be working fairly well.
