CCS/CCSTUDIO: "Resource Explorer server failed to start" on CCS 7.3

Just like in this post:

The Resource explorer fails on CCS Version: 7.3.0.00019. It's a fresh install on Windows 8.1 64bit and I get the following error:

"Resource Explorer server failed to start"
