CCS: Unable to connect TMS320C6713 development board with Code Composer Studio v7.4.0 in windows 10

I am using TMS320C6713 development board.

My PC has windows 10 Pro. I have Code Composer Studio v7.4.0

After target configuration, when I try to connect the target from Run menu, CCS issues an error as given below:

TMS320C671X: Error connecting to the target: Error 0x80000200/-146 Fatal Error during: OCS, Error generated by SD scan controller module

    In general these errors are linked to the Hardware or some device driver failure. Recently someone else reported an issue with the same board on Windows 10, but so far it has been inconclusive. Can you double check the thread below and see if you see properly initialized drivers on the Windows Control Panel?

    In addition to that, can you change the DSP boot mode and see if you can connect? Perhaps pre-loaded code flashed to the board is disrupting the ability to connect. Also, if you have an external Debug Probe, you can try to isolate the issue by using it instead of the built-in Debug Probe.

    If this board never worked, it is possible it may be defective. If you have another board, can you try and see if it connects?

    I will try to think about additional details that may be contributing to this issue and report back.
