I can not compile for LF2407 by CCS V3.3

CCS/TMS320LF2406A: Build error: cannot run dspcl

Tool/software: Code Composer Studio

I am using CCS V3.3.83.20 (just for old project and support) and I am trying to compile project with TMS320F2406A processor and I get Build error: cannot run dspcl error. I have installed and enabled C2400 Code Generation Tool 7.04.,

    When you open Component Manager for your CCS installation, what is enabled for the build tools under TMS32024XX? please provide a screenshot like the below:
