I am responsible for export control at Siemens and have a question about this.
Can you tell me the ECCN codes and the CATS number for the following software:
Code Composer Studio 9.3
ARM Compiler 18.12 and 19.20
XDCtools 3.55

    Code Composer Studio 9.3, ARM compiler 18.12 and 20.2 (there is no 19.20) and XDCTools 3.55 are publicly available software without access restrictions.  Publicly available data or software is not subject to the EAR unless it is encryption software described in ECCN 5D002.

    Then I assume that the software Code Composer Studio 9.3, ARM compilers 18.12 and 20.2 (there are no 19.20) and XDCTools 3.55 are open source components. Or do these software get the ECCN code EAR99 or 5D992?

    "Publicly Available" does not equate to open source.  While open source is publicly available but you do not have to be open source to be publicly available.  The exception to that would be 5D002 software in which case to be publicly available source has to be provided.

    Our products that you listed contain components that are a mix of open source licenses and other licenses that we have determined allow us to classify the release as ‘Publicly Available’ and made available using our  anonymous download model. You can find the licenses and our ECCN classification (which is "publicly available") in the Software Manifest that is delivered with each of the products. 

    To into any more detail I would likely have to loop in somone from our general trade council.
