This seems to be a circuit in order to step-down the voltage for the MSP430G2 to measure the top-of-stack battery voltage by using an ADC input.
VBAT_CTRL is controlled by the MSP430, if it is high it will turn-on Q6. When Q6 is ON, it will conduct some current which would allow Q2 to turn-on. Which in turn would provide a voltage to R14 for BAT_IN, which connects to pin 8 of the MSP430.
