Clean your project first, then I recommend that you start with an out-of-box example and confirm that it works.  You can then compare the Project Properties -> CCS Build -> Arm Linker -> File Search Path differences between the example and your code.  Please note that CC2640R2 BLE5 OAD is highly discouraged: https://e2e.ti.com/f/1/t/1072788
