CC2640R2F: How does the receiver parameter, i.e. Frequency_error_tolerance, work?

We are trying to figure out the CC2640R2F device parameter because we attempt to generate BLE signal by SDR and receive by CC2640R2F. We read a paper that said BLE is demodulated by determining the positive and negative phase shifts in TI device.Here is the link to that paper. https://dl.acm.org/doi/10.1145/3458864.3466865.

We have the question that the max frequency error tolerance in CC2640 is 350kHz, adding the positive frequency shift, i.e. 250kHz, for bit 1, the final frequency shift can be 600kHz. Phase shift in a symbol time is 6/5*pi, which will be considered as -4/5*pi instead and demodulated to bit 0. How can frequency error tolerance be so large?
