packet error rate test CC2650

Hello I am a high school  student and i am using the CC2650 for the first time. My aim is making a packet error rate test. Sometimes in certain parameters where i have a number of not received ok packets ,I redo it and I don't take the same answer. Is this normal?

Also I don\t understand when a signal is considered noise? At what distance can the connection be unstable?

I would really appreciate your answers .
