I have problem with available memory in CC2650, can i set the memory sector for flash memory?

Do you run BLE application on LAUNCHXL-CC2650? If you run out of flash, it's recommended to use CC2640R2 instead of CC2650.

is there any alternative but to replace chips with CC2640? because I do not install External Memory Flash in my circuit,

It depends on how many flash you need. If it's only few bytes short, you might be able to check map file to see anything you can remove to make it. If it's several K bytes short, I think you have to replace it with CC2640R2.
