I can not find the device (oad target) via nrf connect app after downloading the . hex file(BLE stack- simple_peripheral_Oad offchip example) to TI cc2640r2f launchpad. But I can find the device via nrf connect app after downloading the .hex file(BLE stack-simple peripheral example) . What causes the issue?

Refer to off-chip oad flashing procedure from the link below. Also you need to use SmartRF Flash Programmer 2 (version 1.8.0)

The off-chip oad procedure I recommended is from earlier SDK versions. It is the correct procedure for a very long time.
Regarding, the bin file start address, I forgot the correct explanation for that. Don't think too much about it. If it works, then that's good.
