Can Z-Stack be compiled with free (not necessarily open source) tools?

This question has been asked before, but the posts I've seen are several years old, so I'm hoping things may have changed. The question is this:

Can Z-Stack be compiled with free[*] tools (such as mspgcc)? 

If not, what is the lowest cost option available? Can CCS be used? 

I realize that there are several TI 802.15.4 chips. I'm particularly interested in targetting the following hardware:
  * CC2530 chips in the CC2530ZDK-ZNP-MINI eval kit
  * The CC2531 based USB dongle that came with the CC2533DK-RF4CE-BA eval kit
  * a third part ZigBee HA sensor which uses a  MSP430F2618 MCU + CC2520 radio
