This question has been asked before, but the posts I've seen are several years old, so I'm hoping things may have changed. The question is this:
Can Z-Stack be compiled with free[*] tools (such as mspgcc)?
If not, what is the lowest cost option available? Can CCS be used?
I realize that there are several TI 802.15.4 chips. I'm particularly interested in targetting the following hardware:
* CC2530 chips in the CC2530ZDK-ZNP-MINI eval kit
* The CC2531 based USB dongle that came with the CC2533DK-RF4CE-BA eval kit
* a third part ZigBee HA sensor which uses a MSP430F2618 MCU + CC2520 radio
[*] free as in available for free download, not necessarily open source

at the current present moment, the only tool we recommend and support is IAR.
