DRV8842: DRV8842 not giving sufficient output voltage while testing

I am using DRV8842 for driving linear actuator motor. And for the testing purpose i setup the circuit (without motor as load). VM=12V (form laboratory supply), driving motor inputs with 5V supply, VREF shorted to V3P3OUT, ISEN to ground, I0-I4 to VREF (make it high). I thought of getting 12V between OUT1 and OUT2. But I am getting only 3.6V. Can anyone help me with an answer, how to get a 12V drive in output. I am using 9V-12V linear actuator used in car locks.
