Are all rise and fall transition timing parameters referenced to 10% I/O voltage and 90% I/O voltage?

 - All input and output timing parameters are referenced to 50% I/O voltage for both "0" and "1" logic levels.

 - All rise and fall transition timing parameters are referenced to 10% I/O voltage and 90% I/O voltage.
