RTSC wizard can't fine ti.catalog

When I try to create a new RTSC project in CodeComposer 6.1.3, I get the error "Can't find 'ti.catalog' packages. Ensure that a product with these packages"

A previous post stated to check TI RTOS in Windows:Preferences:CodeComposer:RTSC, but there is nothing to check.

    Up until XDC version 3.25.x.x (CCSv5.5), the RTSC package contained targets and platforms embedded into the product. Starting with XDC 3.30.x.x (CCSv6.x) these targets and platforms moved to SYSBIOS and TI-RTOS products.

    In this case, you must have a SYSBIOS or TI-RTOS product installed in your system and properly added to CCS to be able to create an empty RTSC project. Check the CCS App Center to get TI-RTOS for your device.

    One remark: if you are using Sitara, then you will have to download the Processor SDK instead.
