Bleutooth HCI Tester WL1271 TIINI_7.6.15.bts

Where can I purchase the actual full version of the HCI Tester?

I've found a link to download the tool here:

But that version must be a demo or something because it does not open the TIInit_7.6.15.bts files fully and I cannot edit them. A contractor of ours has the full version and can edit the files fine.
