F28377 (Error -1155 @ 0x0) Device may be operating in low-power mode

I've searched the E2E forum about this issue and that don't match my case. So i am putting a new thread here. 

My customer F28377 board is working fine. Then we flashed one ControlSuite program "epwm_deadband" into the board.

After that, we found the MCU is damaged, the issue "Error connecting to the target: (Error -1155 @ 0x0) Device may be operating in low-power mode. Reset the device, and retry the operation. If error persists, confirm configuration, power-cycle the board, and/or try more reliable JTAG settings (e.g. lower TCLK). (Emulation package 5.1.636.0)"

This happens several times and we've tried to re-install the debugger driver, issue still there. 

The voltage is fine while we find the oscillator is not working as expected. (Customer are using 50M crystal).

But after we change the crystal to a new one, issue still exits. 

Is it possibility that the programming the MCU could damage the oscillator part? Thanks!
