I am going to use TMS320F28069 in my project. Can you suggest using which serial utility I can serially program the DSP? I want to program the device using SCI-A boot mode.

A list of serial programming utilities can be found at the Partners tab of the C2000 site. The link below should take you directly there:

I believe each of the utilities allow programming via SCI. I also believe all will support F2806x (if they don't already).
All should be good products, but I've specifically heard positive things about Elpotronic's programmers and Blackhawk's GANG2000 product.

Most of these guys do JTAG and UART flash programming (from different tools)
If you can manage getting UART/SCI from your computer to the C2000 MCU, CodeSkin has a very good free UART loading utility:
