How does the UCC28064A PFC inductor ZCD winding polarity be labeled? I use Webench to simulate the result is the same two points, but in other reference designs there are two opposites.

The polarities in your attached picture are correct. You can also refer to the TIDA-010015 for correct polarities on this link:
Webench model is correct. Polarity dot connects to ZCD1, or ZCD2, and polarity non-dot to GND. So they are the same to your picture and to TIDA-010015.
There are no differences.
