Using a back driven motor to charge a phone MC33063A

So I am working on a project for school that I can use a motor attached to a bike as a generator to charge a cellphone. 

originally I started with a linear voltage regulator with different caps to smooth out the voltage    I moved away from this due to heat/efficiency problems.

Now I am working on trying to use a switch mode regulator   as I found online they are far more efficient  MC33063A is the part I ordered specifically  

this IC needs power is there anyway that I could use the (variable) input voltage to also power this IC?    

 Because this project is meant to be as barebones and as cheap as possible because we are shooting for around 10$
