why the TL494 PWM can't work

The circuit as follows,but I can't detect the PWM wave.

I don't know why.I run it in Multism and it's correct.

who can settle this problem and give me an explanation.

Hello,

Are you saying that the circuit works perfectly in multisim, but it does not work on a pcb?
Can you share a clearer schematic? Do you have an example layout or image of your board?
What are you trying to achieve with this circuit? Please provide additional details on inputs and expected and measured outputs.
