I have a question about UVLO of  TL594.

In datasheet p.10 "8.3.2  Undervoltage Lockout",

if the VCC voltage drops below 6 V during operation, then the device shuts off.

When the device shuts off by UVLO, is the output of PIN 14(REF) shut off, too?

    Hello,

    In the same page under section 8.3.1 says: For voltages less than 7V, the regulator will enter saturation and will maintain a voltage less than 1V of Vcc and will track it, until desired Vcc is provided. 

    When the device shuts off by UVLO, the output at pin14 will be 1V less than Vcc for that operation.
