TPS61170DRVT Thermal Pad SR#1-1584718440

The customer would like to know if the thermal pad on the TPS61170DRVT is internally connected to ground or not as he will be having a negative voltage on ground.

-12V to -5V converter:  (See attached file: 12VN_5VN converter.PNG)
This uses the TPS61170.  Here we are really unsure about the requirements for the GND-EP (thermal pad).  We initially had this connected to earth ground, but as with the other part we now wonder if it should be connected to the same potential as pin 3 (GND).  

Any information on the internal electrical connection of the thermal pads for these parts is greatly appreciated.

    I checked with our product engineer, the thermal pad is not bounded to GND pin internally. this pin is connected to substrate with non-conductive and conductive compound. as the substrate is thick enough, the result is high-res when check the resistance between GND pin and thermal pad.

    PS: what's the detail application need -12v to -5V. could u help share some details?thanks.
